A Hybrid MCDM Approach for Evaluating Web-based E-Learning Platforms

The outbreak of COVID-19 has promoted distance learning and rapidly increased the usage online platforms. As a result, more IT companies are competing to offer high-quality Web-based E-Learning Platforms (WELPs). However, problem facing educational institutions is how evaluate quality WELPs choose one that best fulfills their needs. In order select most appropriate WELP among different alternatives, many evaluation criteria must be considered by Decision Maker (DM). Hence, evaluating complex Multi-Criteria Making (MCDM) needs addressed efficiently. literature, we have noticed MCDM methods rarely used for WELPs. addition, traditional suffer from additive complexity inconsistency due numerous pairwise comparisons criteria. contrast, Hybrid (HMCDM promising efficient decision-support tool. this paper, propose HMCDM approach ranking which reliable than approaches. proposed incorporates techniques (i.e., BWM, SAW, Delphi) comprises following three phases: 1) Hierarchical Structure Quality Model (HSQM) defined in identified; 2) Criteria Preference (CPS) developed where identified HSQM weighted using comparison Best-Worst Method (BWM); 3) performance alternative w.r.t estimated integrated with CPS Simple Additive Weighting (SAW) method determine ranking. widely consensus method, Delphi, been utilized phases 2 3 estimate relative preferences scores alternatives over these validated compared accepted Analytical Hierarchy Process (AHP). results revealed surpasses AHP.
